The Job Corps is a national residential training and employment program administered by the Department of Labor to address the multiple barriers to employment faced by disadvantaged youth throughout the United States.

Originally established by the Economic Opportunity Act of 1964; current authorization for the program is Title I, Subtitle C, of the Workforce Investment Act of 1998, Job Corps provides a comprehensive career development services to students including academic, vocational, social and independent living skills, career readiness training and support services.

The unique combination of services provided in the Job Corps is intended to prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces.

A brief overview of current Job Corps contract and Job Corps program experience:

• Outreach and Admissions: Serve eligible youth from applicable states by enrolling students to be trained in Geographically-Assigned Job Corps Centers.

•  Career Transition Services: Serve eligible youth returning to the home communities of the applicable states by providing career placements and transitional services of returning youth to their home communities.

•  Job Corps Center management: Serve the students enrolled in the Job Corps Centers by providing academic, vocational, social, employability and independent living skills training; health care, counseling, and other support services on an individualized needs basis; conduct program operations; assist youth in obtaining employment, additional education or training or entry into the Armed Forces; provide support which prepares graduates to maintain long-term attachment to the labor market or educational opportunities; integrate center operations with the local workforce development systems, employers and the business community.

• General Contract Deliverables: Performance targets include: Increase student retention; Increase student wages; Improve female participation; Improve academic attainment rates; and Increase student vocational certification outcomes.

Workforce Development

OMG understands the strategic initiatives of the city of Phoenix Workforce Connection (PWC), and our corporate experience aligns with the “operating principles” of PWC: partnerships and system integration. Our related efforts include:

• Review and analysis of program sites’ 10-year Labor Market Information (LMI); 5-year economic development forecasts and established the vocational training programs at two newly constructed Job Corps facilities.

• Partnered with local and regional employers to establish the Vocational Training classes as Employers’ Training sites. Industry standards were established by the employers and taught collectively by the site instructors and employers’ representatives.

• Formed linkage with the National Center for Construction Education and Research (NCCER), a non-profit, education foundation, funded by the construction industry to address the severe shortage of trained labor in America’s largest industry and provides for the nationally standardized curricula and industry-recognized credentials.

• Collaborated with several Charter and High to establish co-enrollment initiatives.

The foregoing are a few examples of OMG’s capability and experiences in working within the framework of PWC’s operating principles. We understand the benefits of partnerships and system integration in delivering of client service.

Our experience in managing performance-based contracts and our participation in the Department of Labor’s National initiatives on establishing national standards, evaluations factors and performance measurements give us the foundation to support and/or assist with the strategic initiative of the city of Phoenix, Maricopa County and the state of Arizona.

OMG President, Lisa S. Odle is a member of the Phoenix Workforce Connection (PWC) Board. The PWC Board is a policy and oversight board that partners with the Mayor and City Council to deliver employment and training services in the city of Phoenix to meet the needs of employers.

Youth Employment Training

OMG has demonstrated abilities and familiarity with the technical aspect of government contracting and have gained a widening perspective for:

• Managing youth programs (through Job Corps).

• Connecting workforce development and economic development activities by providing youth training.

• Connected with the Local Workforce Investment Boards (LWIBs), to parallel with the local Workforce Investment Service Delivery Areas and provide OMG and its clients, greater access to LWIBs, and to various Youth Councils.

In our Job Corps operations, we have connected intensively with One-Stop facilities to better link services with workforce development partners and gain access in managing youth programs.
